[CLOSED] APPLY NOW – Small Grant Facility for Support for Civil Society Monitoring of PAR

WeBER – Western Balkans Enabling Project for Civil Society Monitoring of Public Administration Reform Project is seeking proposals for the implementation of the Small Grant Facility for Support for Civil Society Monitoring of Public Administration Reform at Local Level. The Call for proposals is in the total amount of 255.000 EUR intended to support 30 grants in the range between 5000 and 10000 EUR (8500 EUR on average). Out of the 30 grants, up to 6 are envisioned in Serbia, up to 6 in Bosnia and Herzegovina, up to 5 in Albania, up to 5 in Macedonia, up to 4 in Kosovo, and up to 4 in Montenegro. The duration of the project proposal under this Call for proposals is between 6 and 12 months. WeBER is financed by the EU and co-financed by the Kingdom of the Netherlands. WeBER projekat raspisuje konkurs za dodelu malih grantova za podršku Organizacijama civilnog društva koje se bave monitoringom javne uprave na lokalnom nivou. Ukupna predviđena sredstva iznose 255.000 evra i ona su namenjena za podršku 30 projekata u iznosu od 5.000 do 10.000 evra (8.500 evra u proseku) od kojih će do 6 biti u podržano u Srbiji, do 6 u Bosni i Hercegovini, do 5 u Albaniji, do 5 u Makedoniji, do 4 na Kosovu i do 4 u Crnoj Gori. Predviđeno trajanje projekata koji će biti odobreni u okviru konkursa je između 6 i 12 meseci. WeBER finansira EU, a sufinansira Kraljevina Holandija. WeBER – Проектот за креирање на овозможувачка околина во земјите од Западен Балкан за мониторинг на реформите на јавната администрација од страна на  граѓанското општество објавува повик за доделување на мали грантови за  поддршка на мониторинг на реформите на јавната администрација на локално ниво од страна на гаѓанското општество. Повикот за предлози е во вкупен износ од 255.000 евра, наменети за поддршка на 30 грантови во износ помеѓу 5000 и 10000 евра (8.500 евра во просек), од кои до 6 во Србија, до 6 во Босна и Херцеговина, до 5 во Албанија , до 5 во Македонија, до 4 во Косово, и до 4 во Црна Гора. WeBER – Projekti për krijimin e rrethanave lehtësuese për shtetet e Ballkanit Perëndimor per monitorimin  e reformës së administratës publike nga organizatat e shoqërisë civile shpall thirrje për ndarje të granteve të vogla për monitorimin e reformave në administratën publike në nivel lokal nga organizatat e shoqërisë civile. Thirrja për propozime është në vlerë të përgjithshme prej 255.000 EUR dhe ka për qëllim për të mbështetur 30 grante në vlere prej 5000 dhe 10000 euro (8500 euro në mesatare), nga të cilat deri në 6 në Serbi, deri në 6 në Bosnjë dhe Hercegovinë, deri në 5 në Shqipëri , deri në 5 në Maqedoni, deri në 4, në Kosovë, dhe deri në 4 në Mal të Zi. Kohëzgjatja e projekt propozimeve sipas kësaj Thirrje për propozime është midis 6 muajve deri në maksimum 12 muaj. CLOSED – Call for Expression of Interest to CSOs interested in PAR monitoring

Think for Europe Network (TEN) invites all interested civil society organizations (CSOs) to engage in the establishment and subsequent work of the regional consultative platform for monitoring public administration reform in the Western Balkans (WeBER Platform). CSO participation will be determined through a selective process which is outlined below. The WeBER Platform will be established with the support of the Western Balkans Enabling Project for Civil Society Monitoring of Public Administration Reform – WeBER, funded by the European Union and co-financed by the Kingdom of the Netherlands.

The main objectives of the WeBER Platform are: 1) to create enabling conditions for the participation of CSOs in monitoring public administration reform (PAR); and 2) the establishment and perpetuation of evidence-based dialogue between civil society, Western Balkan government representatives, and international and regional organisations and institutions, such as the European Commission, the SIGMA programme of the OECD (Support for Improvement in Governance and Management), the Regional School for Public Administration (ReSPA) and the Regional Cooperation Council (RCC).

Members of the WeBER Platform will have the opportunity to improve their participation in the PAR process through collaboration and to strengthen their advocacy efforts through interfacing with national authorities and international organisations dealing with the PAR. The PAR Monitor Methodology developed through the WeBER project will be available to member organisations of the Platform, which will facilitate the future preparation of both national and regional PAR monitoring reports. Ultimately, application of the PAR Monitor methodology will not only monitor the progress in PAR in each Western Balkan country, but will allow for regional benchmarking and comparison of countries through a regional PAR Scoreboard.

Participating CSOs will be chosen from each involved country through a selection process which will determine up to five CSOs from each country that are deemed to have the most relevant experience in public administration reform. These selected CSOs will be involved in the work of the WeBER Platform. Given that the selection process for overall membership will be carried out in parallel in Serbia, Albania, Bosnia and Herzegovina, Kosovo, Montenegro, and Macedonia it is expected that the WeBER Platform will comprise up to 25 CSOs from the Western Balkan region. The WeBER Platform will be formally established on the margins of the Annual ReSPA Conference on November 16, 2016, in Danilovgrad and Podgorica, Montenegro.

If you wish to become a member and contribute to the activities of the WeBER Platform, please send an Expression of Interest (EoI) in the form of a letter. The EoI should include a statement detailing the organization’s motivation to become a member of the Platform, cite organisational references in PAR and should be accompanied by the CVs of two members of staff working on PAR who would be directly involved in the work of the Platform.
