About the project:
The main goal of this project was to strengthen the roles, participation and integrity of the civil society and the media in the civil control of the work of three local government through monitoring of budget execution, implementation of public procurement, the use of budget reserves, the activities budget inspectors and internal auditors, as well as through advocacy for civil budget priorities, increasing citizen participation in the budget process, improve the quality and transparency of municipalities and decrease the risk of corruption.

About the project:
The main objective of the project was to improve the efficiency, transparency and accountability of the public administration in providing services to citizens in the City of Nis. This has been achieved through the following set of activities: 1. Analysis of the tools and mechanisms which the local government utilizes on offering services to citizens Result: Most applicable tools and mechanisms utilized in offering services to citizens defined; most effective ways for offering services identified 2. Surveying the sensibility (how citizens are satisfied/dissatisfied with the services offered) Result: Analysed quality of offered services, defined new and potential ways of offering services; Increased level of awareness and knowledge among the beneficiaries of the services on the possible ways of achieving the services. 3. The inclusion of CSOs in the process of monitoring the delivery of public services through focus groups and analysis of their role Result: Recommendations and suggestions for a more efficient service to citizens 4. Media promotion of the Projects Result: Wider public informed, Raised level of awareness in the sector of offering public services; 5. Final conference Result: Presented recommendations, experience exchanged; Presented good practice models.

The new law on the employee, old problems? Towards transparent recruitment processes in local administra

About the project:
The overall objective of the project was to promote greater transparency, openness and accountability of public administration in recruitment processes at the local level by conducting research and advocate for its improvement in three local self-governments in Serbia. The main activities: Writing analysis, studies and recommendations; Capacity building of civil society – a two-day seminar; Presentation of the results of research analyzes and round tables; TV debates; Final Conference and presentation of the final set of recommendations; Informative – promotional activities. Main results of the project: To Identifiy the main problems in the system of transparent recruitment in local administration since the start of the implementation of the new Law (2 analyzes); To raise the capacities of civil society and the media for dealing with this topic (1 two-day seminar); |To create a set of recommendations for the improvement of employment procedures and provided contribution to the successful implementation of the reform of the public sector (3 round tables and 1 set of recommendations); The problem of non-transparent recruitment placed under the media spotlight (1 TV debates, 1 info-promo campaign).

Human Resource Management – the Key of Efficient, Professional and Depoliticized Local Self-Government

About the project:
The objective of this project was monitoring and advocating of the establishment of modern human resource management (HRM) function in the municipality administrations in Gornji Milanovac, Užice and Požega within the process of public administration reform at the local level. The main achievement of this project was: 1) conducted baseline research on the state and capacities of local administrations in Gornji Milanovac, Užice and Požega for the establishment the modern human resource management; 2) strengthened capacities of local media and CSOs for advocacy and monitoring of the transparent recruitment of local civil servants.

About the project:
The project aims to contribute to enhancing accountability principles in the practice of exercising the right to access to public information at the level of LSGU through joint CSOs and local media initiated awareness raising, monitoring and advocacy actions. Project is designed as a consistent and inter-related set of activities jointly implemented by the applicant and local media outlet, comprising: awareness raising, survey and report making of local practice in implementation of the right to access to public information, reporting and evidence-based advocacy activities in order to achieve the following results: 1) Enhanced CSOs skills and competencies in monitoring and advocacy actions for consistent enactment and application of the right to access to public information; 2) Established co-operation platform between grass-root CSOs and local investigative media in monitoring performances of LSGUs;3) Reinforced role of CSOs awareness raising and information activities in support of the promotion of public participation and consultation with stakeholders; 4) Increased number of collaborative CSOs and local media actions in promoting the role of local self-government in the EU accession process.

About the project:
The objective of this project was improving transparency and quality of budget practices on the City of Nis level, in the process of formulation, approval, execution and oversight through monitoring and relevant recommendations provided by CSOs and citizens. The main achievements of this project were greater participation of the civil society organizations and citizens in the formulation process and awareness on the lacks of the procedure (short term for discussion, lack of citizen initiatives funded etc.), engagement of the local representatives in the City forum that was dedicated to budgetary practices in the City of Nis (that was not done in years) and also creation of the Analysis on the budgetary processes and fiscal practices that the citizens did not have insight in, considering the fact that Final report on budget execution was not filed in the local parliament since 2014.

Contributing to Public Administration (PAR) in Kraljevo

About the project:
The objective of the project is monitoring the work of Local Self-Government bodies (Ulcinj) through monitoring of public administration accountability, contributing to the capacity building of NGOs and local media in support of public administration reform at the local level. The greatest achievement during this project is the Monitoring Report on transparency and accountability of Ulcinj Local Self-Government. This report published information that are very important for the overall work of the Local Administration, but primarily for the local community. Local officials themselves were not aware of the extent to which the work of the Municipal Authorities and Services was non-transparent. Critics came from all sides, while decision makers in the Municipality expressed readiness to approach major changes in this area.
