About the project:

The objective of this project was monitoring and advocating of the establishment of modern human resource management (HRM) function in the municipality administrations in Gornji Milanovac, Užice and Požega within the process of public administration reform at the local level. The main achievements of this project were: 1) conducted baseline research on the state and capacities of local administrations in Gornji Milanovac, Užice and Požega for the establishment the modern human resource management; 2) strengthened capacities of local media and CSOs for advocacy and monitoring of the transparent recruitment of local civil servants.

Monitoring Service Delivery principle of public administration in the local level

About the project:

The goal of the project was to have a more citizen-oriented local administration for service delivery, ensuring a better quality of public services and that local public services are accessed throughout the territory of the municipality through better networks and points of single contact and one stop shops.

Enhancing accountability and transparency of public institutions through the empowerment of a professional and apolitical local administration

About the project:

The objective of the project was to identify the main challenges in the functioning of local administration in the field of public service and human resource management and accountability and, in response, to pave the way for broader reform to promote meritocracy in recruitment, accountability and transparency in the functioning of the local administration. The greatest achievements of the project, of course, were the drafting of two reports on Transparency, respectively in the section of Human Resources and Public Services Management and Accountability. These two reports helped to have an overview on the perception of civil servants on one hand and civil society and citizens on the other, regarding public administration efficiency of these two municipalities on providing public services, recruiting, managing and assessing human resources. Moreover, these reports tackle on the role of external monitoring bodies, such as media, civil society organizations, judicial system et. Given the provided information, it is easier to recommend and propose alternative solutions to improve public administration. Thus, these two municipalities were provided with a detailed analysis of the data collected and they can use it to further improve the efficiency of their public administration and its services.

Strengthening of accountability in municipal administration

About the project:

The aim of this project was to focus on enhancing transparency and accountability of municipal administration through systematic monitoring of the municipalities websites and reviewing the implementation of laws in practice that requires the municipalities to be transparent and accountable towards the public and through focus groups will be evaluated the NGOs, Media and citizen’s satisfaction in relation to the information provided. The project covered two municipalities, Ferizaj and Pristina, through following activities: monitoring of municipal websites, implementing focus groups with NGOs, citizens and media, and publishing of the monitoring report.
