In addition to developing the methodology for the monitoring of public administration reform, the workshop participants also discussed the design and development of a regional PAR platform (WeBER platform), which will enable the interested civil society organisations to actively follow and influence the reform process in the Western Balkans.
Furthermore, a link between the development of the PAR monitoring methodology with the development of the WeBER platform was established in a session dedicated to the process of creation of a communication strategy aimed towards civil society. Rebecca Castermans, a media and communication expert from the European Policy Centre from Brussels, led this session.
The methodology of the project entails a combination of activities that aim to increase the capacity of civil society organizations in the Western Balkans to participate in the PAR monitoring and influence the design of reform – PAR Monitor, while creating a platform for discussion with their respective governments – WeBER platform. The methodology also envisages a regional benchmarking (PAR Scoreboard) of the countries based on the results achieved in the reforms.
