The main conclusion of this study is that in spite of the fact that Albania
has made efforts to build ethics by adopting a number of codes of ethics, the
mechanisms that would ensure their efficient implementation are lacking, leading thus to an overall deficient ethics management.

In order to address the identified shortcomings, this publication recommends the establishment of a national body that should be responsible for the implementation and promotion of integrity and ethics standards. Ethics should be inclusive and a code of ethics intended for high level officials should be adopted following international standards and as an important anti-corruption tool.
